Strategic outcome 1: All government services available digitally by 2025
In 2021, the Australian Government will complete the 2021 OECD Digital Government Index survey.
In 2022, the planned milestones and initiatives include:
- initial collection of eligible services data catalogued in DSP services catalogue
- second collection of eligible services data catalogued in DSP services catalogue
- initial prioritisation of services for digitisation and consolidation advice available.
In 2023, the planned milestones and initiatives include:
- first tranche of priority services become digital through agency delivery
- second tranche of priority services become digital through agency delivery
- digital maturity of all eligible services captured in DSP services catalogue
- complete the 2023 OECD Digital Government Index survey.
In 2024, the planned milestones and initiatives include:
- third tranche of priority services become digital through agency delivery
- fourth tranche of priority services become digital through agency delivery.
From 2023 to 2025, there will be ongoing tracking and updating DSP services catalogue.
In 2025, we will complete the 2021 OECD Digital Government Index survey.
Strategic outcome 2: Easy to access

- 16 member services available via myGov WofG branding standards and policies established
- in 2023, Services corresponding to three life events available through myGov
- WofG centralised business access point established (authority pending).
In 2024, the planned milestones and initiatives include:
- high priority services for citizens available through myGov
- high priority services for business available through Single Front Door for Business.
In 2025, the planned milestones and initiatives include:
- all services for citizens available through myGov
- all services for businesses available through the Single Front Door for Business.
Strategic outcome 3: People and Business Centric

- 77% citizen satisfaction with Australian Public Services
- significant Life Events Framework established.

- business experience survey developed (PMC)
- 80% citizen satisfaction with Australian Public Services

- significant Life Events embedded by agencies
- 85% citizen satisfaction with APS Services 2025

Strategic outcome 4: Architectural Alignment
In 2022, the planned milestones and initiatives include:
- the trial of WofG Architecture (WoGA) in Budget 2022–23 and Baseline WofG current state solutions dataset
- more detailed WofG Architecture guidance launched
- identify legacy and at-risk systems architecture
- e domains, policy, architecture domains, policy, standards, and designs standards.

- 75% investment proposals aligned to architecture
- WofG funding model developed.

Strategic outcome 5: Reuse and Investment

- launch Digital and ICT Reuse Policy & Reuse Catalogue (late 2021)
- complete data collection for Legacy Review (Jun 2022)
- 60 capabilities published on reuse catalogue
- prioritisation of legacy initiatives into pipeline (Aug 2022),
- complete analysis of achievability dimensions (capability, capacity, legacy, dependencies alignment to strategy) for entire pipeline (Aug 2022).
In 2023, the planned milestones and initiatives include:
- 85% investments align to investment priorities
- 80 capabilities published on reuse catalogue (with increasing alignment to WoGA)
- incorporate inflight projects delivery assurance data into the achievability analysis of pipeline (AUG 2023).
In 2024, the planned milestones and initiatives include:
- 95% of digital investments align to investment priorities
In 2025, 120 plus digital assets are published on reuse catalogue (with increasing alignments to WoGA).
Strategic outcome 6: Digital Workforce

- Implement programs to support Digital Dexterity framework
- Digital Dexterity framework for APS
- Digital Dexterity performance measurement framework developed.
In 2023, the planned milestones and initiatives include:
- agencies fully engage with APSC on digital Profession
- programs enhanced to ensure consistent digital and ICT talent pipeline.
In 2024, the planned milestones and initiatives include:
- capability developed to provide a view of digital capabilities across the APS
- capabilities developed to allow seamless mobility for APS staff
In 2025, the APS is seen as employer of choice for digital professionals.
Note: Specific progress of milestones will be agreed in consultation with the relevant stakeholders. Timing on initiatives and milestones will be reviewed in collaboration with relevant stakeholder on a yearly basis.
