The DTA has made its review of gifts and benefits offered by major ICT sellers to Australian Public Service employees in response to Recommendation 4 of the JCPAA’s Report 504 available on digital.gov.au.
As part of the Joint Committee of Public Accounts and Audit’s (JCPAA’s) Inquiry into procurement at Services Australia and the NDIA, the DTA undertook a review to better understand and address risks associated with gifts and benefits offered by major ICT sellers.
The DTA reviewed data from nine major ICT sellers against public gifts and benefits registers from 113 Commonwealth entities. From April 2025 to March 2026, sellers reported 3,662 gifts and benefits offered, with 539 accepted and 3,123 declined.

Background
In June 2023, the JCPAA inquired into matters related to the Independent Review of Services Australia and NDIA Procurement and Contracting.
In June 2024, the JCPAA handed down its final report. In it, the Committee recommended that the Department of Finance and the DTA act to better understand the extent to which major ICT vendors were inappropriately cultivating Commonwealth officials.
In an executive minute to the Committee dated 19 December 2024, the Department of Finance outlined activities planned in response to this recommendation.
