The Australian Government has released the Data and Digital Government Strategy’s (the Strategy) 2025 Implementation Plan. It outlines how the Government is continuing to deliver on its data and digital transformation agenda.

The 2025 Implementation Plan is the latest annual update of the significant innovation, reform, and service uplift across government. It outlines the achievements delivered over the past year and sets out the key actions that support the Strategy’s 2030 vision. The Strategy is co-led by the DTA and the Department of Finance.

The plan demonstrates how strong data and digital foundations are enabling more accessible, secure, and seamless services. Simultaneously, agencies are using emerging technologies responsibly to improve how people and business engage with government and to build the trust that underpins Australia’s digital future.

“This year’s Implementation Plan showcases how the government’s long-term digital vision is being delivered in practice,” outlines Chris Fechner, CEO of the DTA.

“Across the public service, we are strengthening capabilities and improving the way we use data and technology. All this in pursuit of delivering services that are simpler, smarter, and easier for people to access while safeguarding their information.”

Delivering the priorities

The Implementation Plan focuses on four key priority areas: artificial intelligence (AI), data, connected service delivery, and cyber trust and resilience. Together, these areas illustrate how government designs and delivers data and digital services that are simple, secure and connected.

Harnessing artificial intelligence responsibly

AI is being applied responsibly across the public service to improve how government delivers for Australians. It is helping agencies respond faster, improve decision-making, and increase productivity.

The suite of policies, standards, and frameworks guiding the use of AI include:

  • AI Plan for the APS – sets actions to build capability, strengthen oversight and embed accountability across the public service.

  • AI technical standard – establishes a consistent baseline for responsible AI design, development and deployment across agencies.

  • GovAI platform – offers a central resource for agencies to access AI tools, guidance and learning materials.

“Our priority is to use these emerging technologies responsibly and transparently, so the benefits are realised where they matter most,” continues Mr Fechner.

Strengthening data to support better decision making

Data helps the Government understand what people need and where they need it. It underpins high-quality digital services and informs evidence-based decisions. That’s why the Department of Finance is working to help agencies across the public service build their data capabilities.

Key achievements against data targets highlighted in the 2025 Implementation Plan include:

  • Data Governance Framework - a general resource for all public servants to help build their data governance processes and capability.

  • Digital Atlas of Australia - a central platform bringing together national data to help visualise, analyse and explore Australia’s geography, economy, people and environment data.

These projects show how the government is connecting data sets supported by strong governance to enhance service delivery, policy and manage information securely.

“Data provides the insight that helps government make informed choices and deliver targeted, practical outcomes for all people and business,” stresses Mr Fechner.

“Strong data foundations mean stronger services and more effective policies that deliver better outcomes for the community.”

Delivering more connected, simple and user-centred services

Australians expect seamless, consistent and secure digital services that meet the diverse needs of people and business.

Platforms such as myGov and Digital ID continue to improve how people and business interact with government, providing faster, reliable and secure access to essential services.

The Digital Experience Policy and APS Experience Design Principles, guides agencies to design services around real experiences that impact all Australians. Enabling easier access support at key moments, while reducing complexity and improving accessibility across all communities.

“Every interaction with government should be straightforward and seamless. It is more crucial than ever that we are designing digital services around Australians and ensure that getting support from government is simpler, faster and more consistent,” continues, Mr Fechner.

Building cyber, trust and resilience

A secure and resilient digital environment is essential to maintaining confidence in government services. Agencies are strengthening cyber capability to protect people, business and the systems they rely on every day. This allows the community to safely access services and trust that their personal information is secure.

Collectively, key initiatives such as the Cyber Security Strategy, Systems of Government Significance Standard and National Anti-Scam Centre are enhancing safeguards for personal information and supporting safer online interactions.

“Trust is essential to a thriving digital government. Australians should have confidence that their information is protected and that the systems they rely on are safe, secure and resilient,” emphasises Mr Fechner.

Looking ahead

The Data and Digital Government Strategy’s 2025 Implementation Plan marks a major step towards achieving the Strategy’s 2030 vision. It provides a clear direction for agencies as they continue to strengthen digital capability, improve data use and deliver more consistent, secure and connected services.

Over the coming year, we will continue to expand the responsible use of AI, enhance data integration and lift digital resilience across essential systems. This work will help ensure Australia remains a global leader in digital government and continues to deliver trusted and inclusive services for all people and business.
